Dave Cagnolatti is a native of Gonzales, La. He graduated from Louisiana State University in 1981 with a major in accounting and a minor in psychology. He is currently manager of state government relations for Phillips 66, Texas and the Gulf Coast Region, which includes the states of Alabama, Arkansas, Colorado, Florida, Georgia, Kentucky, Louisiana, Mississippi, New Mexico, North Carolina, South Carolina, Tennessee, and Texas. 

Dave has served on the board of directors for the Louisiana Midcontinent Oil and Gas Association. He is a member of the Taxation and Finance Council, Civil Justice Council, Energy Council, Trade and Tourism Council for the Louisiana Association of Business and Industry. He has also been a member of the State Government Affairs Committee of the Louisiana Chemical Association, past president and board member for the Association of Louisiana Lobbyists, and board member for the Texas Pipeline Association. He was also on the executive committee of the Texas Association of Manufacturers. Dave has served on the board of directors for the Texas Civil Justice League and was past president of Southern States Energy Board, Industry Associates. 

In his free time, Dave enjoys golf, woodworking, and bird photography.
